A public-sector portal is not judged on looks, it is judged on compliance. The Personería de Santiago de Cali had to meet Colombia's Digital Government guidelines and the Transparency Act.
We structured the site around the citizen's actual procedures — petitions, tutela actions, missing-person reports, legal support — and kept the 24-hour human rights hotline visible.
We added a screen reader, adjustable contrast and keyboard navigation, plus the transparency and public information section with its mandatory structure. The site is ready for audits and for citizen traffic volume.
